Halting Launches Would Signal N. Korea's Readiness for Talks, Tillerson Says

Russian, US diplomats discuss North Korea

Secretary of State Rex Tillerson said Monday the Trump administration will respond by September 1 to Moscow's demand that hundreds of diplomats leave the USA mission to Russian Federation.

Neither Tillerson nor Lavrov responded to a shouted question about how the new United States penalties might affect their discussions.

The top American and Russian diplomats are meeting for the first time since President Donald Trump reluctantly signed into law a package of new sanctions targeting Moscow.

It would be the first such meeting since U.S. President Donald Trump took office in January.

Speaking on Rossiya24 state TV, Lavrov also said Tillerson told him the United States' special representative on Ukraine, Kurt Volker, a former USA envoy to North Atlantic Treaty Organisation, would meet a senior aide to Putin, Vladimir Surkov, "in the nearest future".

Ryabkov said that if the US continues the diplomatic tit-for-tat by expelling more Russian diplomats, Russia would respond in kind, Russian state-controlled news agency RIA reported.

"We are confident that there is no alternative to the resumption of political process, particularly the six-party talks", Lavrov said. Additionally, the new law will punish individuals for investing more than $5 million a year or $1 million at a time in Russian energy export pipeline projects or providing such enterprises with services, technology or information support, a provision that has drawn strong condemnation from Washington's European allies. But between Trump's praise for Russian President Vladimir Putin and his skepticism of the USA intelligence community's finding that Russia interfered in the US election, the Republican-controlled Congress took extraordinary measures to curtail the power of a president from their own party.

Lavrov also said Sunday that the U.S.is soon sending its envoy for negotiations over unrest in eastern Ukraine to Moscow for talks about the ongoing violence.

Still, the Kremlin and the White House will try to move past the hurdles to work together on Syria and Ukraine.

According to a statement of the country's government published by the Korean Central News Agency (KCNA): "as long as the nuclear threat and intrigues against the republic persist, no matter who says what, we will not discuss defensive forces of nuclear deterrence".

The Trump administration named Volker to the position in July.

In his opening remarks for the Ministerial Meeting, Tillerson said that among the issues that have been discussed between him and the ASEAN officials involve "a number of security interest, of mutual interest, and a number of economic areas of interest".

Lavrov's upbeat assessment came amid what the US has called a diplomatic low point unseen since the end of the Cold War. Russian Federation will respond accordingly in the future.

"The contacts between our representatives are also conducted in this area, including over the development of the agreement, reached by Russian Federation, the United States and Jordan on the creation of the southern de-escalation zone in Syria. Other current global matters, including the internal conflict in Ukraine, were also discussed", the Ministry wrote.
