Trump suggested that if China helped rein in North Korea, which is reliant on Beijing's economic and security aid, he could lighten up on his attacks on Chinese trade practices, which were a mainstay of his election campaign. An investigation by Lighthizer could possibly lead to tariffs against China and action through the World Trade Organization.

The statement Friday does not mention any specific actions China would be willing to take, although some Chinese scholars and state media have called on Beijing to take on a shuttle diplomacy role to facilitate talks between the US and North Korea. Pyongyang this week threatened to fire missiles near the US territory of Guam during an exchange of bellicose rhetoric with Trump.

It wasn't immediately clear how China would react to the move. They added that the trade measure would be carried out under the rules of global law and would not trigger greater conflict with China.

"We would like to emphasize that the Chinese government has always attached importance to intellectual property protection", a spokesman said.

A 2013 report by a commission co-chaired by Jon Huntsman, ambassador to China under President Barack Obama and Trump's nominee to be Russian envoy, pegged the losses from USA intellectual property theft at hundreds of billions of dollars annually that cost the U.S. economy millions of jobs. "The results are there for all to see".

"Trade is trade; national security is national security", said one official, who, like the others, spoke on condition of anonymity in keeping with administration practice.

"I think China can do a lot more", Trump told reporters Thursday. South Korea and the United States fired off missiles on July 5 simulating a precision strike against North Korea's leadership, in response to a landmark ICBM test described by Kim Jong-Un as a gift to "American bastards".

Kennedy of CSIS says business leaders express a range of opinions, depending on how much they discrimination they face in China and how key Chinese profits are to their business.

Speaking to MSNBC's Chris Hayes, Col Wilkerson said that the country needed to get away from the grand rhetoric that President Trump had been using and criticised the President for his words, saying that this was not the way to conduct American foreign policy, and comparing the President's approach to that of North Korea's leader.

The United States has previously complained at the WTO about Chinese trade policies, including its "Made in China 2025" initiative, which seeks to have Chinese-made materials account for 70 percent of manufacturing inputs within the next eight years.
