Eric B. Brown was arrested in relation to the disappearance and death of Ashanti Billie
He faces life in prison if he's convicted.
Court documents say Brown served 21 years in the Navy and was a construction worker. Her cellphone was found in a dumpster later the same day. This is about 300 yards from where Billie's body was found.
Brown was homeless and lived at random facilities and buildings on and off the naval bases. Her body was found September 29 behind a church in Charlotte, North Carolina. About 10 minutes after that, residential surveillance caught possibly the same person driving the same vehicle stop at a construction dumpster in Norfolk.

Surveillance footage from the scene depicts someone believed to be Billie driving into the base and circling the Billie's on the morning of her disappearance. Her vehicle was seen circling the sub shop about half an hour before it was seen exiting the base - this time being driven by someone in light-colored clothing, court documents state. The trousers had dirt on them, leading investigators to believe they were taken off of her while she was lying on the ground, court document state. Investigators say they tested her body for DNA, finding two samples that matched Brown, court documents state.
Federal authorities announced Wednesday afternoon that Eric Brian Brown had been charged with abducting Billie, who partly grew up in Prince George's County, Md. and moved to the Virginia Beach area to attend cooking school at the Art Institute of Virginia Beach.
