Since Texas' population was already large, the state grew just 1.4 percent over the past year. That's down from 432,957 over the previous year, 2015 to 2016, and 490,036 the year before that.
The Census Bureau says Pennsylvania's estimated population rose by about 18,400 in the 12 months ending July 1. Florida comes in at number three, pushing NY down a peg to four when compared to counts from the 2010 Census.
Looking at the numbers in a different way, Texas leads in the numeric increase of residents, adding 399,734 people to its population over one year, with a total population of 28.3 million.
The state did have a net gain in the number of people moving there from other countries.
"A lot of states have witnessed similar issues and come back from them", Harger said, referring to Pennsylvania, which he says has seen a population increase of about 103,000 since 2010. That and a net gain of 6,836 worldwide migrants made up for a net loss of 2,724 people moving to other states, according to the estimates. Wyoming, at about 579,000 people, is the least populous state.
