In Geneva, U.N. human rights chief Zeid Ra'ad al-Hussein denounced what he said were attempts by Syria's government to justify indiscriminate, brutal attacks on hundreds of thousands of civilians by the need to combat a few hundred fighters in eastern Ghouta, calling it "legally and morally unsustainable".

In Syria, the government has sent reinforcements to Eastern Ghouta, tightening the siege around the rebel-held enclave.

Medical supplies were removed from Monday's convoy while it was still being loaded, Za'atari wrote.

It says some life-saving health supplies were not allowed to be loaded.

At least 800 civilians have been killed since the offensive started February 18, according to the Syrian Observatory of Human Rights monitoring group.

They added that it was the eighth suspected chlorine attack on rebel-held Eastern Ghouta in the past two months. There were 14 abstentions.

Moscow's initiative has fallen short of the UN Security Council's demand more than a week ago for an immediate ceasefire for Eastern Ghouta.

The council met behind closed doors on Wednesday to discuss the failed truce, after France and Britain requested urgent talks.

Assad has steadily recovered rebel-held areas in western Syria since Russian Federation intervened directly on his side in 2015.

Syrian troops and allied militia fighters supporting the operation have faced limited resistance so far from the Islamist and jihadist groups who had been controlling Eastern Ghouta.

The situation in besieged eastern Ghouta is dire and deteriorating.
