Earlier on Tuesday, U.N. Secretary-General Antonio Guterres urged the warring sides in Yemen to reach a political settlement to end a conflict now in its fourth year that has left 22 million people in urgent need of aid.

Human Rights Watch said on Monday that "Houthi forces in Yemen violated the laws of war by launching ballistic missiles indiscriminately at populated areas in Saudi Arabia on March 25, 2018".

"I am optimistic about that possibility", the United Nations chief added.

The United Nations asked donors on Tuesday for almost $3 billion to help an estimated 13 million people who urgently need aid in war-ravaged Yemen.

Asked if he saw a contradiction in the Saudi stance towards Yemen, Guterres said a country s humanitarian commitments and military actions should be kept separate.

Most humanitarian aid enters through Hodeidah but the government accuses Houthis who control the port of smuggling weapons through it. "But with global support, we can and must prevent this country from becoming a long-term tragedy", he said.

"Some 18 million people are food insecure; one million more than when we convened previous year. Its twin died the week before", Zagaria told Reuters.

Saudi Arabia and its allies shut down the country's land, sea and air borders previous year in response to a missile attack by the Huthis that was intercepted near Riyadh. Some 1.4 million doses out of 4.4 million planned are on their way via Nairobi.
