CBC News quoted Tony Dean, who sponsored the bill in the Senate, as saying: "I'm feeling just great".
It has not yet been determined whether those who were convicted of charges relating to marijuana before the legalisation will receive amnesty, but it is understood that it is one of Trudeau's concerns.
Peter Harder, the government's representative in the senate says he is urging his colleagues not to fight the legislation any further and give in to the will of the elected house.
"We have witnessed today a very historic vote that ends 90 years of prohibition, that's historic".
It has followed the lead of Uruguay in allowing a nationwide, legal marijuana market, although each Canadian province will work up its own rules for marijuana sales.
That year, the Dutch decriminalised the sale of small amounts of cannabis - less than five grams - and allowed each person to legally grow five plants for personal use.
The Canadian government planned for retail sales to start in the beginning of July, but the start date was pushed because the Senate required more time to review the bill.
Canada has become the first country falling under the list of G7 nations to legalise cannabis.
United States federal law prohibits the cultivation, sale and use of marijuana. The federal government is giving provinces and territories a two to three month transition period to prepare, meaning official legalization should take effect in mid-September.
In the neighboring USA, nine states and the District of Columbia have legalized marijuana.
Marijuana will not be sold in the same location as alcohol or tobacco. California, home to one in eight Americans, launched the United States' biggest legal marijuana marketplace on January.
"It is only by ending the prohibition, which is what legalization is, that we are able to implement a comprehensive and far more effective system of strict regulatory control", he said. "A courageous move on the part of the government".
However there was some resistance by health experts anxious that the low age of 18 would encourage use of a substance that can have long-term consequences on still-maturing brains.
