Mr. Huntsman said the president recognizes the challenge of dealing with Russian Federation, and that every president since the end of the Cold War has failed to improve the relationship.

Huntsman's description of Russia's "malign" activities was far sharper than those expressed by Trump, who has indicated his admiration for Putin and said that he takes Putin at his word in denying election meddling.

"The president has determined that now is the time for direct communication between himself and president Putin and it is in the interests of the United States, the interests of Russian Federation and the interests of peace and security around the world", the official said.

The EU slapped sanctions on Russian Federation in July and September 2014 in response to an alleged role that Russian Federation had played in conflicts in east Ukraine.

A senior administration official on the call confirmed CNN's reporting that Trump will meet alone with Putin to kick off the first official summit between the two leaders and likened it to President Ronald Reagan's summits with Soviet leader Mikhail Gorbachev.
